Tourism Minister Khaunte Secures Hospitality Upgrade with TIME Mandate from April 2025

Porvorim, March 28th, 2025: Goa is ushering in a new era of sustainable, data-driven, and globally connected tourism. During the 9th Session of the Goa Legislative Assembly, Tourism Minister Rohan A. Khaunte outlined key initiatives to enhance hospitality, visitor experience, and regulatory oversight, ensuring that Goa maintains its position as India’s premier travel destination.

A landmark decision in this transformation is the implementation of the Tourist Information Management Enterprise (TIME), which becomes mandatory for all hotels and accommodations starting April 1, 2025. By leveraging real-time data analytics, the government will gain deep insights into visitor demographics, travel patterns, and emerging trends, allowing for strategic interventions and a seamless hospitality ecosystem. Over the last quarter of 2024 (October–December), Goa witnessed 100% occupancy rates, with flights operating at full capacity, contributing to an average tourism growth of 22% in 2024. This surge was a result of proactive engagement with stakeholders, strategic discussions with the Hon’ble Chief Minister of Goa, Dr. Pramod Sawant, and a commitment to prioritizing quality over quantity in tourism.

With the addition of 26 direct flights from Poland and increased connectivity with Uzbekistan and Kazakhstan, Goa is solidifying its position in high-value global markets. Additionally, the Airline Incentive Scheme for emerging markets aims to boost Foreign Tourist Arrivals (FTA) and establish Goa as a premier travel hub, attracting high-spending visitors. According to the Incredible India 2024 report, the United States ranks second in tourist footfall across India and fourth in Goa, highlighting the state’s growing appeal among global travelers.

Tourism Minister Rohan Khaunte emphasized the importance of Goa’s participation in international events to enhance its global presence and positioning. He further stated that the agencies involved in these initiatives are empaneled under A and B categories, selected through a structured tender process for overseas engagements undertaken by the department.

The issue of e-visa accessibility is being actively taken up with the central government and was announced in the Central Budget, indicating efforts to streamline the process for international travelers.
